Shirley was born on October 19, 1945, in Grinnell, Iowa, to Donald and Mildred Arment Cogley. She was raised in Grinnell and graduated from Grinnell High School with the Class of 1963. She received a BS degree in Chemistry from the University of Minnesota. On May 5, 1968, she was married to Charlie David Winters in Grinnell. The couple lived in Des Moines, where she worked at Iowa Lutheran Medical Center and Des Moines General Hospital. The family moved to Grinnell in 1976 and she worked as a lab technician at the Light and Ferguson Medical Clinic. She received a degree in Business Management from Drake University and worked in the Human Resource Center of Iowa Methodist Medical Center. She was currently the Director of Human Resources at Grinnell Regional Medical Center. She enjoyed cooking and hosting for family and friends, especially during the holidays. She is survived by her daughter, Debra (Heath) Jepson of Grinnell; her son, Chad Winters of Grinnell; two grandchildren, Stone Jepson and Makayla Tuttle, both of Grinnell; and her mother, Mildred Cogley of Grinnell.
